Before deciding it is waste, check whether it is. A machine that boots slowly usually needs an SSD and more RAM, not replacing.

Hand it instead to a government authorized recycler. That single decision determines whether the machine is dismantled in a controlled facility or burned in an open yard to recover a few grams of metal.
Wipe Your Data — Properly
This is the step people skip, and it is the one that costs. Deleting files removes the pointer, not the data. A standard format is barely better. Both are recoverable in minutes with tools anyone can download.
Back up what you need, sign out of your accounts — including the services tied to the device, not just the device — and then either remove the drive and keep it, or have it destroyed under a documented process.

Does a Dead Laptop Still Have Value?
Yes, and more than most people expect. Whether a machine powers on barely affects its scrap value, because the value sits in the board, processor, memory, battery and metal chassis rather than in whether it runs.
Cracked screens, water damage, missing keys and swollen batteries are all fine — declare a swollen cell when you book so it is packed correctly.
